Potential postal strike

Notifications for residents in UPAR areas are typically delivered by hand each year, and that will continue to be the case in 2025 if there is a postal disruption. The City of North Battleford will also use electronic messaging boards to communicate important information to residents.

110th Street Project Overview

The 110th Street Project involves the underground replacement of water and sewer lines, impacting 110th Street and Pioneer Avenue up to the mid-900 block of 110th Street. Residents in the affected neighbourhoods will receive door-to-door communications detailing the specific work being done, including information about costs associated with connecting their properties to the City’s lines.

Each year, the City Council approves several infrastructure improvement projects in North Battleford, funded by a portion of the taxes paid by property owners through the Underground Pipe & Asphalt Replacement (UPAR) levy.

UPAR construction is scheduled to take place from mid-May through the fall of this year. Timelines will be communicated to community members in advance, particularly to those whose neighbourhoods and properties will be directly affected by the necessary work conducted by the City and its contractor.

Sanitary Sewer

An underground pipe or tunnel system for transporting sewage from houses and commercial buildings (but not stormwater) to a sewage treatment plant for disposal.

Sub-base

The layer of aggregate material that lies immediately below the pavement and usually consists of crushed aggregate or recycled materials

The process of removing at least part of the surface of a paved area such as a road, bridge, or parking lot

Service Line

The pipe or conduit, water meter, and valves connected on one end to the curb stop, the other end terminating inside the User's building, to provide water service

Water that is considered safe to drink

Service Trench

Used for installation of underground infrastructure or utilities (such as gas mains, water mains, communication lines, and pipelines)

Temporary Service

A 1-1/4" poly service line that will be set up in your back alley (commercial) or in the front of your property (residential) to provide alternate accessibility to City main water lines during construction periods - intended to provide the property owner with access to (non-potable) water during lengthy service disruptions - a boil water advisory accompanies a temporary service to ensure the water is safe for human consumption

 

The City of North Battleford is legally required to replace any lead service lines encountered during the underground UPAR work. Property owners can take advantage of this opportunity to replace their water and sewer lines with updated materials (if not lead) at a reduced cost.

The deadline for property owners to request replacement of their underground laterals was May 15, 2025.

To ensure garbage and recycling cart pickups are not missed for the properties within a UPAR construction area, residents are asked to put their collection bins in front of their residence and the UPAR contractors will move the bins to a location where they can be accessed by Loraas.

During the UPAR project, parking restrictions for property owners on blocks currently under construction will not be enforced. Property owners may park on adjacent blocks to access their properties during the construction period.

Construction is underway in the UPAR zone, from 110th Street and Pioneer Avenue to the mid-900 block of 110th Street. Motorists and pedestrians should expect intermittent road closures, sidewalk removal, underground work, and detours throughout the project. Before the re-paving of 110th Street, motorists will be able to drive at reduced speeds.
