Underground Pipe and Asphalt Replacement

98th Street is now open. There will still be minor landscaping and clean up to be completed, however, the road is open to vehicular and pedestrian traffic. Planting of new trees locations, species and timing will be determined by the City Arborist.

Every year, City Council approves a number of infrastructure improvement projects in North Battleford that are funded by portion of the taxes paid by property owners - the Underground Pipe & Asphalt Replacement levy - or UPAR.

UPAR construction will take place between early June and fall of this year. Timelines will be communicated to community members so they will know what to expect in advance - particularly those whose neighbourhoods and properties will be directly impacted by necessary work by the City and its contractor.

MAC: Maximum Accepted Concentration

Sanitary Sewer: an underground pipe or tunnel system for transporting sewage from houses and commercial buildings (but not stormwater) to a sewage treatment plant for disposal

Sub-base: the layer of aggregate material that lies immediately below the pavement and usually consists of crushed aggregate or recycled materials

Milling: the process of removing at least part of the surface of a paved area such as a road, bridge, or parking lot

Service Line: the pipe or conduit, water meter, and valves connected on one end to the curb stop, the other end terminating inside the User's building, to provide water service

Potable Water: water that is considered safe to drink

Service Trench: used for installation of underground infrastructure or utilities (such as gas mains, water mains, communication lines, and pipelines)

Temporary Service: a 1-1/4" poly service line that will be set up in your back alley (commercial) or in the front of your property (residential) to provide alternate accessibility to City main water lines during construction periods - intended to provide the property owner with access to (non-potable) water during lengthy service disruptions - a boil water advisory accompanies a temporary service to ensure the water is safe for human consumption

1100 Block

Underground Work: June 13 to 23, 2023
Concrete Work & Road Base: July 3 to 21, 2023

1200 Block

Underground Work: June 26 to July 14, 2023
Concrete Work & Road Base: July 24 to August 4, 2023

1300 Block

Underground Work: July 17 to 27, 2023

Paving will be done at least one week after the concrete work is completed. It is projected that the entire project will be paved at once.

While 2023 UPAR work is being completed, contractors may determine that lead water lines or "service lines" are connecting your property to the City's water lines.

If a lead service line is found, the contractor is obligated to replace it under Health Canada's recommendations.

North Battleford City Council passed a resolution stating that replacement of lead service lines would be mandatory when discovered during servicing at the March 27, 2023 Regular Council Meeting in order to ensure the safety of the City's potable water supply.

This replacement will come at a cost of $1000 to the property owner. All impacted property owners received advance notification from the City of North Battleford, including ways to create a payment arrangement to minimize the immediate financial implication of this added expense. #1 - 98th Street
Approximately four blocks from the rail line to 15th Avenue intersection - water main, sanitary sewer main, water and sanitary sewer services replacement. Storm sewer upgrades. Concrete replacement as required, including: curbs, gutters, handicap accessible crossings at corners, lane accesses, sidewalk and driveway accesses on public property, tree planting, and restoration of grass in boulevards.

#2 - 12th Avenue
Water main replacement. Repair and rehabilitation of broken concrete sidewalks and lane access points.

NOTE:

The 98th Street project is considered a "major project" and the City has advised residents in the impacted area that there will be some inconveniences while construction is underway.

This can include, but is not limited to:

  • disruption of access to your property
  • alternate waste management pickup location in your back alleyway
  • lead waterline pipe replacement
  • interruption to access of water and/or temporary cautionary boil water advisories
  • limited pedestrian access to sidewalks
  • additional cost for reconnection of services and restoration of service trench on your property, restoration of driveway, walkway, and landscaping
