RFP: Community Safety & Wellbeing Plan Contract Work

Synopsis:
The City of North Battleford is seeking proposals from an individual or a firm for a contract supporting the development and execution of initiatives outlined in the City’s Community Safety & Wellbeing Plan (est. 2024).

Duties to be fulfilled under this contract:

  • assessment of the current state of regional wellbeing and creation of a baseline for measuring progress
  • collection & interpretation of data from local social agencies & government ministries
  • development of metrics to monitor the success of regional safety & wellbeing initiatives
  • organization and execution of monthly steering committee meetings with local stakeholders/agencies; regular check-ins with Community-Based Organizations
  • preparation of reports for City Council

Desired Qualifications

  • experience working with various levels of government and community-based organizations, in particular, with Indigenous governments and communities
  • familiarity with the Battlefords region
  • basic understanding of complex social issues, IE: mental health, addictions, homelessness, poverty, generational trauma
  • skilled in use of computers, including Microsoft Office Suite programs
  • proficiency with the English language, both verbal and written communications

Contract Information

The total value of this contract is not to exceed $49,500 and work will commence upon signature of the contract. A final report draft of duties fulfilled under this contract must be provided to the City of North Battleford no later than January 23, 2026. Note: prior to awarding of this contract, the Provincial Ministry of Justice must approve the City of North Battleford’s suggested proponent.

Following evaluation of submitted proposals, a short list of proponents will be contacted for interviews.

Additional Information

  • The contractor will provide monthly invoicing to the City of North Battleford containing the following:
    • hours worked;
    • rate per hour; and,
    • expenses incurred with corresponding receipts.
  • The contractor will provide reports to City Council during open Council Meetings during the duration of this contract upon request.
  • The contractor will submit a draft final report to the Director of Protective Services no later than January 23, 2026, including the following:
    • a baseline of current wellbeing in the Battlefords;
    • specific tangible metrics to monitor wellbeing activities and initiatives by which progress can be monitored;
    • data and relevant interpretations of data from local social agencies and federal/provincial governments;
    • summary of steering committee meetings and local community engagement; and,
    • a preliminary business case to be presented to North Battleford City Council for consideration of a funded Safety & Wellbeing Coordinator position.
  • The contractor must provide their own computer and mobile device.
