The City of North Battleford is seeking an organized, service-focused HR & EPAI Clerk to provide administrative support to Human Resources and EPAI (Engineering, Planning, Asset Management and Infrastructure). This full-time role supports employees, residents, contractors, suppliers and City teams while handling sensitive information with professionalism and discretion.
We are looking for someone who can provide accurate, responsive and confidential administrative service across two busy divisions. The successful candidate will be comfortable moving between detailed permit and licensing work, financial administration, records management and day-to-day Human Resources support.
This is more than a general clerical position. It requires careful attention to detail, sound judgment, strong customer service and the ability to manage competing priorities while ensuring applications, records, invoices and confidential materials are processed accurately and on time.
Reporting to the Human Resources Manager and the Director of EPAI, the HR & EPAI Clerk will process building-related permits and business licences; assist applicants with requirements; provide confidential clerical and administrative support; prepare reports; support accounts receivable and payable activities; coordinate supplies and contractor invoices; maintain records; and assist with meetings, interviews, investigations and draft documents.
What you’ll do:
• Receive applications, determine permit requirements, and process and issue building, electrical, plumbing, mechanical, gas, demolition, house-moving and occupancy permits with the Planning team.
• Guide builders, contractors and property owners through permit application requirements.
• Receive, review and process business licence applications and renewals, and provide information to new businesses.
• Prepare monthly reports, support accounts receivable and payable administration, and submit contractor invoices and payments to Finance.
• Provide confidential clerical, data-entry and administrative support to the Human Resources and EPAI teams.
• Support staff meetings, interviews, investigations, and committee meetings, including preparing and recording confidential notes.
• Maintain files and records, screen and direct inquiries, and coordinate office supplies, equipment, parts and clothing.
• Draft letters and other correspondence, support recruitment activities, and assist with event planning and coordination.
What you bring:
• Grade 12 or GED, together with a Business Administration diploma or an equivalent combination of education and experience acceptable to the City.
• Strong customer service, written communication, organization and time-management skills.
• Proficiency with Microsoft Office, including Word, Excel and Outlook, and confidence learning administrative systems.
• Accuracy in data entry, filing, records management and routine financial administration.
• Sound judgment, discretion and a strong commitment to confidentiality.
• The ability to work independently and collaboratively while managing interruptions and competing priorities.

$62,416 TO$ 77,782 (2026 OOS Wage Band 2)
Hours of Work:
8 hrs/day; 40 hrs/week; Monday to Friday
