City Manager - The City of North Battleford
The Community: The City of North Battleford is a vibrant and growing hub-city in northwest Saskatchewan, with a population of approximately 15,000. It is Located along the Yellowhead Highway (the Trans-Canada system) and other major routes, situated on the North Saskatchewan River. The city is a key commercial, cultural, and service center for west and north central Saskatchewan. They serve as a regional gateway for agriculture, oil and gas, manufacturing, and public sector services.
The city boasts a rich history dating back thousands of years and is rooted in Treaty 6 Territory and the heartland of the Métis Nation. The area is home to diverse communities, including several First Nations with whom the city has developed strong partnerships. Recreational amenities abound, featuring the InnovationPlex, an Aquatic Centre, Performing Arts Center, Curling Centre, and a Field House. Other attractions include the Western Development Museum, Table Mountain Ski Hill, Allan Sapp Gallery, Centennial Park, golf courses, and proximity to Battlefords Provincial Park and lake country for outdoor adventures. The Opportunity / Position Summary: The City of North Battleford is seeking a dynamic and experienced City Manager to serve as the senior administrative leader and primary advisor to the Mayor and Council. Reporting to Council the City Manager also oversees all city operations, including liability and risk management, reputational protection, infrastructure, services, and the North Battleford Cameron McIntosh Airport. Economic Development will be a key focus in years to come.
This role involves providing strategic vision, guiding policy development, ensuring fiscal responsibility, leading the Corporate Leadership Team (CLT), and fostering strong external relationships with other levels of government, neighboring municipalities, First Nations, community groups, and the private sector. This is an opportunity for a proven leader to drive growth, innovation, and sustainability while aligning operations with Council's strategic priorities of economic prosperity, community well-being, and inclusive partnerships. Economic Development opportunities abound.
Leadership Traits and Competencies: You should be a strategic thinker and a leader demonstrating exceptional communication, negotiation, and conflict management skills. Somebody who wants to stay and thrive in the community they are influencing. Requires analytical and problem-solving abilities. Must excel in management by identifying, implementing, utilizing communication and organizational change abilities. Leadership in health and safety, adherence to policies, procedures, and regulations while developing new solutions that meet current and future needs is a must. The candidate will support, coach, encourage, mentor and direct a wide range of individuals effectively. Skills at negotiations, reaching compromises that align with Council-approved directions and goals, strategic plans, managing resources and finances, using human capital, supplies, and materials effectively.
Additionally, you will possess the skills and knowledge necessary to work collaboratively with First Nations communities, while maintaining a high level of confidentiality in handling information. Involvement with committees will be a must.
Qualifications / Ideal Requirements include: The successful candidate will hold a degree in Business or Public Administration, Finance, Engineering, Planning, or a related field, a postgraduate degree in one of these areas is considered an asset. Ten years of progressive management experience in complex, multi-stakeholder environments, preferably within a municipal setting, would also be an asset. The candidate will have demonstrated knowledge of municipal governance, the Cities Act, Saskatchewan Labor Standards and related statutes, applicable legislation and current standards and policy, financial management, strategic planning, and risk mitigation. They will hold a valid Class 5 Saskatchewan driver’s license, along with satisfactory Criminal Record Check and Credit Check. Also, completion of any additional checks may be required.
