RFP - Territorial Drive Widening Phase 1 & 2
Synopsis:
The 2026 Territorial Drive Widening Phase 1 & 2 Project is intended to improve traffic operations,
safety, and roadway capacity along a key transportation corridor within the City. The project will be
completed in two phases and focuses on enhancing vehicle maneuverability, reducing turning
conflicts, and accommodating the operational requirements of larger vehicles, including commercial
trucks, transit vehicles, and emergency services.
Phase 1 consists of widening the intersection of Territorial Drive and the adjacent Service Road. The
improvements are intended to provide increased turning radii and additional pavement width to
facilitate safer and more efficient turning movements for vehicles entering and exiting the intersection.
Additionally, the project includes an overlay of the southbound lanes to extend the service life of the
existing pavement.
Phase 2 consists of widening the northbound lanes of Territorial Drive from the Carlton Trail
intersection to the Airport Road intersection. The roadway widening will provide additional lane width
and improved traffic flow along this heavily traveled section of roadway.
