City Council appoints new City Manager for North Battleford

Following an extensive recruitment process, City Council has appointed John Enns-Wind as the incoming City Manager for the City of North Battleford. The announcement comes ahead of current City Manager Randy Patrick’s retiring on June 30, 2026.

Mr. Enns-Wind will be joining the City of North Battleford from the Town of Grand Bay-Westfield in New Brunswick, where he has served as Chief Administrative Officer (CAO) since 2020. While in Grand Bay-Westfield, he championed strategic growth, organizational modernization, regional collaboration, and economic development initiatives that strengthened the community’s long-term sustainability and reputation. 

"I am honoured and excited to return to Saskatchewan to serve as the next City Manager for North Battleford,” commented Mr. Enns-Wind. 

“North Battleford is a community with tremendous potential, a strong sense of identity, and a growing spirit of collaboration across the region. I look forward to working closely with Mayor Hawtin and Council, the City’s team, regional partners, First Nations, businesses, and residents as we build on that momentum together. Municipal government is ultimately about people and place, and I am eager to help Council shape a strong, resilient, and welcoming future for the community."

Prior to his tenure in New Brunswick, he held the CAO position in the Town of Battleford and was formerly the Mayor of Kindersley. Mayor Kelli Hawtin observed that Mr. Enns-Wind’s background is well suited to the direction outlined in Council’s Strategic Plan.

“Council is very pleased to welcome John Enns-Wind as the City of North Battleford’s new City Manager. He brings a strong record of municipal leadership, collaboration, and strategic thinking, and his experience is well aligned with the strategic priorities we have set as a Council for the City,” said Mayor Hawtin.  

“I am confident he will be a valuable leader for our organization and an important part of the work ahead for our community. On behalf of Council and the City of North Battleford, we look forward to welcoming John and his family to our community.”

Mr. Enns-Wind will join the City of North Battleford effective July 7, 2026.
